Modem answering issues

Does anyone know why a MultiTech Multimodem USB has trouble answering when being dialed into? Very strange as it is very sporadic. Unplugging modem and plugging back in seems to work most of the time, but not always. Actually have two modems connected to a Dell PowerEdge 1400SC running Windows 2000 server. Its like it has to be reset in order for it to answer.
