Modding a PWM fan

Only if you apply >12V to it. Short of that, no - it runs at max speed with the 4th pin/blue wire left unconnected.
 
Yup PWM isn't much diff from a two wire fan if the control circuit isn't connected. Overvolting by a bit is usually safe.
