IIRC, if an xp2000 is clocked at around 1.67GHz then wouldnt an xp2200 be around 1.8Ghz? although a higher instruction per clock, wouldnt the p4 be faster just by a little bit?

Okay, since both are based more or less on the same architecture, they're easier to compare. Let's assume the Athlon XP 2200 and P4 2.0 GHz has exactly the same instruction set, then yes, the P4 would be faster because its clock rate is faster than the Athlon. That's also assuming that every single part of all of the pipelines in both the Athlon and P4 are filled without bubbles and stalls, which is to assume that the code that you're running (assembly code, very very basic CPU instructions) is strictly serial and have absolutely no branching (ie. a condition test) and absolutely no data hazard (ie. a result written to a register from a previous instruction is needed for the current instruction, but you can't get to it yet because of pipelining).

Now, in real world, the above isn't true. The P4 has a longer pipeline than the Athlon, which makes it more prone to delays and stalls if a branch instruction comes and you need to go fetch another instruction somewhere else, and while you're waiting, your CPU pipeline can't do anything except to insert bubbles (the P4 is able to reduce this hazard by having a fairly smart / efficient Branch Prediction Unit). The Athlon has a shorter pipeline, so when a bubble comes in, the Athlon wastes less clock cycles to correct the mistake because the bubble will propagate through the pipeline faster.

The P4 and the Athlon also has different instruction set architecture. The P4 has a few more cool tricks that the Athlon does have. That's built into the the instruction set. However, a program can't make use of these cool feature if the compiler that was used to create the program you're running doens't know about these new instructions, and therefore the output machine code doesn't use those special new instructions. Without those new feature instructions, the compiled program would just run as if the CPU is a PIII, but running at a higher clock rate, so the advantage isn't a whole lot. And furthermore, most of the new instructions, IIRC, are mosly SSEC instructions that has to do with multimedia stuff, which would only come into effect if you're dealing strictly with applications that uses these new instructions.

Thirdly, there's the memory bus. Athlons now pretty much all use DDR RAM, while P4 uses RDRAM. There are some data that just will not fit into the L2 cache that these CPUs have, and they will have to go to the memor to fetch the data or the next instruction. Then memory latency and bus latency also becomes a factor.
