Mobo Won't even power up?

Doing my usual 2-3 year upgrade and actually went with a few of Anandtech's recommendations (or Jarred Walton's recs).. picked up a DFI Infinity Ultra-II M2 AM2 for the mobo. Along with:

2x1GB Corsair value select
AMD Athlon 64 X2 3800
EVGA 256-P2-N550 -T2 GeForce 7600GT
FSP Group 450W (AX450-PN)


Anyway, so I loaded the mobo up with all the parts... plugged it into the wall, flipped on the PS and hit the mobo's power button - nothing. Hm ok, unplug from wall - hook up the case's power button to the correct jumper (thought maybe the mobo's on board power button was cashed). plugged back in, hit power button - nothing. not even a twitch of a fan, or a beep - i mean NOTHING. No fan even started up (not even the PS one).

Thinking it might be the PS, I took my old Abit NF7 and plugged the new PS into that - turned right on. Okay so its not the PS.

Next, I removed EVERY part from the mobo, including ram. I'm only left with the PS plugged into the mobo, and the CPU/heatsink. Nothing else. Plugged it in, hit the power - nothing again. That's when I notice there is one little LED lower on the board which is on. ends up this is the "standy power LED" .... the manual is not much help here.

So it has to be a bad mobo right? Is it possible its anything else? I mean with NOTHING else plugged in, I don't even get a twitch from the heatsink fan etc

(also can i just mention that this power supply shows 115 on the back ... i'm used to seeing 110....?)

110V, 115V, 120V, all refer to the same voltage.

Is the "reset cmos" jumper in the normal position?

Are you absolutely certain that you are using the correct pins for the power switch? There is an on board power button? Must be new, never saw one.

Is the 12v 4 pin psu connector connected to the mb?

If it's in the case, take it out and put it on a phonebook and continue (in case there's a short to the case, an extra standoff etc).

Double check that the CPU/heatsink fan is plugged into the right header.

jackschmitt: yes, this mobo has an onboard power switch... i've never seen it before either

the cmos jumper is in the right spot. i made sure of that.

checked the pins for power switch. i even tried "hot wiring" the swtich myself by putting a screwdriver down on the two pins... still no love.

i have the 24 pin connector in, as well as the 4 pin cpu connector.

fern: i'll give the phonebook test a try. i made sure the fan power is in the right spot (and that the jumper for that is correct). i even tried that HSF power in a chassis fan spot too... just to be certain.
