Is it possible that when a computer locks up, the mobo can be bad...or if the mobo is bad...you cant even boot your computer

Yes.

If you're in windows and you have a sudden lockup, usually this is a video issue. If you get a blue screen it could be a memory issue or otherwise.

If the system goes black, it could be mobo.

If you can't even boot, it could be a bunch of things, but I'd start with power supply, memory and then mobo.
