Sounds like something is shorted. Strip it down to bare minimum. Only Mobo, cpu, cpu fan, video and ram. Unplug any extra usb headers you may have pluged in as well as all your front pannel connectors except the power switch. unplug the power cable from the power supply for a few seconds. then plug it back in and try again.

Other reasons that come to mind.
make sure the psu is set to 110. Ive actualy had new ones shipped to me set to 220.
make sure the 4 pin 12v power connection is connected. If your mobo uses it.
make sure your heat sync is seated correctly

unplug the power connector from the mobo, use a paperclip to short the green pin to any black (ground) one. The PSU should come on. If not, bad PSU.

If PSU looks good, take out everything including memory, video card. Unplug all drives. You should only have a CPU+heatsink+motherboard hooked up to your case and power supply. use the BIOS reset jumper, try again powering up again. You should at least get the no-video/no-memory beep codes coming from your case speaker.

If still no good, double check your case to mobo connectors. That's got to be the single most difficult part of building a PC :p

If still no good - yeah fried CPU or Mobo.

On your first boot you said "when i switched the power button...nothing happened...i just heard a sound and my mobo fan, cpu fan rotated for about few seconds and then stopped"

Is it still doing the same thing now? Or when you hit the power button your get nothing now?
