Mobo killing power supplies

For the third time now the power supply in my system seems to not function properly. I am running a MSI K7T Pro 2-A mobo with an Athlon 1.2 GHZ. Also a 40GB WD HD, ATI Radeon, cdrom, and floppy. Heres what happens: after a few months the pc will no longer boot up. As it starts to boot I high a change in the speed of the CPU fan, when this happens the HD light goes solid and it wion't boot any further. The first time this happened I bought a new power supply and everything worked great. Now it has happened again about 7 months later with the same problem occurring. They both have been Antec 300W power supplies. Is there a problem with my mobo overtaxing my power supplies to case this to happen. Has anyone encountered this probelm before? Any help would be greatly appreciated.:confused:

More than one location in your house? or in other buildings? I would say a spike as well...

Other buildings. The system has had this happen to it at 2 seperate buildings. I just want to make sure there isn't a problem with the system and keep buying power supplys at $30 a pop if I can just get the problem fixed. Weird thing is the power supply works fine until so far along boot up and you can hear a fluctuation in it and thats when it locks up. Could be it the CPU fan?
