Mobo/AGP Problem? Please Help!

I consider myself a novice, but I've built my last computer from scratch and had no problems. So I know how to do all the basic installation stuff (partitioning, master/slave config, etc.) but this has become a really annoying problem and I seek any advice.
Here are my specs.
Specs:
Athlon XP 2600 333FSB
PNY GF Ti 4400
Asus A7N8x DX
Corsair CMX 512-2700C2PT 512 MB DDR 333 PC 2700 (only 1)
IBM 180GXP 60GB ATA100 7200RPM HD
Windows XP Home
SB Live! X-Gamer
400W PS

I just started building a new system this weekend. The hardware installed fine, but I'm having major problems with the video card / mobo. When I first turned the new rig on (no OS, just default BIOS), I only got various vertical-colored lines that sometimes flickered with no visible text and change depending if I'm hitting any keys to see where it'll get me. Even upon tweaking and upgrading it with new BIOS .bin's from the official ASUS site and installation of XP, it's still the same thing every time. I used the GF card in my old AMD 700mhz (which supported the old 3.3v AGPs) and I never had any problems with it until I tried installing it into the new system (stated above). I've had to put an old PCI card in to just /look/ at the BIOS and I'm at my wits' end with this. I've never posted to a forum about such a problem; so be gentle if I wasn't as specific as I could be. I'll try to field any questions as soon as possible.

I've seen similair stituations with other nVidia Cards
that were affected by the monitor. If you can, test with
a different one to rule it out.

Also, since the motherboard doesn't support increasing the
I/O voltage, you may be stuck RMA'ing the Card until you get
one that will work with your setup.

I had the same monitor/video card in my old 700mz Athlon setup and it worked fine then. So I should try a different monitor? I don't have another 1.5v AGP card to test the AGP slot to see if that might be the problem. I don't really want to RMA the wrong part.. but I can't pinpoint what could be the exact cause. :(
