Missing Standby Option

I seem to remember coming across an option to turn off the CPU/System fans when the computer goes into standby mode. It is possible this option is in the BIOS, but I swear it is somewhere around Windows2000. I thought it was stupid before, but now that I think about it, it will greatly reduce the amount of dust in my case. Please, let me know if anyone finds this option or knows where it is.
 
This option is only available in your BIOS only. It is not within windows, unless there's a utility out that allows you to control feature from within windows
