Missing space

Two flash drives, both 4gB, both same model.

Installed FC14 on one, and Untangle on the other (yes, I was using a thumb drive as my OS on an older PC.)

Now, I have 3.5gB on one and 3.31gB on the other, in windows.

How do I reset them properly? I want all 4gb, as you can imagine.
