Missing Operating System prompt

I get that message on my Toshiba Satellite 5005-s507, but the problem is it doesnt recognize to boot from the CD rom or the floppy. anyone have solution to this. i have a boot disk but no use since it doesnt recognize any drive.... also i cant access the bios on this particular laptop. am i missing something here??? anyone can help out please?
 
well.. thats also my priority #1 but when i press ESC to access the bios.. it only gives me an option to hit F1 to Default setting. i also posting something on here about that. apparently i was told and read on this forum that you cant access the bios on these new Satellites, but if you know how, please do tell. I dont know why Toshiba would do such a dumb thing as not being able to access the BIOS.
 
You might want to try just pushing different buttons at the POST screen to see if you can get into the BIOS. Try F1, F2, Del, F8...any others you can think of.
