misconfigured cable modem?

Question: I recently got RCN cable Internet and the connection quality is mixed. One thing i noticed in a traceroute though, why am i even getting any kind of lag to the 2nd node (10.18.48.1 and notice the high of 97 ms lag) when the IP is supposed to be a LAN IP address? Also, does anyone know what device 10.18.48.1 points to? I xxx'd out my own IP for obvious reasons, btw. Is there something wrong with my cable modem?
