Miscellaneous symbols/characters upon startup

I just received a laptop computer from my wife's friend that needs repair. (The laptop needs repair, not her friend.) It is a Compaq with what looks like an original Pentium in it. Upon startup, I get a string of about 10 miscellaneous characters and symbols on a black background. From there, it takes me to an aqua-colored window (not really a window, more a colored rectangle) that has a series of "i" for the top and bottom border of the window and || for the side borders. Within that window, it just reads " /7%2-/. >337/2$ aaaac". Any ideas, I can't get it to go into the BIOS at all. Any ideas?

P.S. After talking to the owner of the laptop, I learned that it has had the first screen of miscellaneous characters for quite a while now, but it would always boot up afterwards.
