A faulty IDE isn't exactly a problem I would consider 'difficult' to fix. It is a pretty uncommon occurance though. But you've got the controller, the cable and the drive as possible problems...why wouldn't you have them try a new cable before getting them to ship the machine back?

That's exactly the point. WE would try that. Some tech support people woudln't.
