Minimum income through direct redistribution

Minimum income tax rate of 0% and maximum tax rate of 99% (starts at 120 ounces of gold), heavily enforced and no loopholes, then all of that is redistributed to pay for a minimum income of 20 ounces of gold for each person.

Also, under this system, just the basic functions of government exist (law enforcement, courts, law) In other words, everything is privately owned after taxes.

Why has no Democratic President ever proposed that? Is it because they're the Party of Wall Street? Or have the never proposed it for some other reason? It would be hard for any person to take in more than 120 ounces of gold per year, but then the Democrats say they want everyone to have the same income, so it boggles my mind why they haven't proposed it.

Of course no redistribution in addition to no regulations is ideal, but pure redistribution is not anywhere near as bad as having regulations (labor laws, environmental, banking, monetary, trade, etc.) and most favored industry (examples include, but are not limited to, educational vouchers, food stamps, and medicare) because regulations and medicare drives the price of things up and regulations reduce choice just as much not being allowed to keep all your earning does.
