Minimum feedback needed on ebay to sell consoles?

Scammers will just put up 50 "1 cent" auctions for info on how to buy a PS3 on ebay...then they will "sell" their "ps3's"

I haven't read that anywhere. I read about it applying only to pre-order sales and thats it. Link?

I understand rules, but the only policy I have read about PS3's at all has been in regards to pre-orders. Ebay has made an official policy on pre-orders. I don't see any policy about selling items including an ACTUAL IN YOUR HANDS item that requires you to have a minimum amount of feedback, so why would having the actual console in your hands make any difference? I don't know if this make sense.
