I tried this on two different ISP's and got the same result. Thus it is probably my phone line right? Therefore, are there any minimums that the FCC says the phone company must provide to my appt via data?

Nope. I'm pretty sure there's not. There are too many variables that could affect modem performance. There ain't enough Feds to police something like that.

Try calling the phone company. If they come and find something wrong from the grey box outward, it's a free service call. If they find the problem from the grey box inward (inside your house) then you'll pay (unless you've been paying for inside line service).

You can try plugging your system into the grey box (It's called a NID). If your speed significantly improves, you have an internal wiring problem.
