Bad: MovieMaker

Decent:

Good:
Pinnacle Sys (Home User Product) Version 8.0

Extreme:
Premiere. If you ever need that much, then good luck on your submission to Project Greenlight

Spielburg:
Final Cut Pro

Yes I've used em all. For a joe user like me, Pinnacle works and does fine. Great Export formats, easy to use......and pretty powerful for $100

I do a lot of movie making as a hobby... I'd upload some to see but they are all waaay to big. I use Premiere, which is packed full of options, powerful utilities, relatively easy to use once you work with it a while.

If you want to add special effects... AlamDV2 is awesome... simple to add all sorts of killer effects. (Bullets, explosions, lightsabers, etc.)

I use a lot of Premiere and Final Cut Pro, both are excellent programs for editing... (Final Cut Pro is a lot better though)

Avid is top of the line, doubtful you can afford it.

I dunno about the low end stuff though.

I actually really like Premiere, and find it fairly easy to use. Sure I dont NEED it, but its more fun to use than something dumbed down.

How much do you have to spend?

On the PC side of things I'd recommend Vegas Video 4 over Premiere (if you are even aiming that high).

Pinnacle is a decent software package.

Decently capable, and reasonably priced. Check hot deals forums as Pinnacle is often on sale or has rebates. Bang for the buck, I'd vote Pinnacle.
