Well, one solution is to setup permanent bases in the Iraq desert when things finally settle down over there.
The military will probably continue fighting urban sprawl at some installations while others won't be affected as much. Fort Irwin remains largely unaffected because the installation lies 37 miles from Barstow.
Fort Hood experiences some minor problems with Copperas Cove, Killeen, Belton and Gatesville. For example, a live arty round impacted near a house about 4 years ago on the west side between Cove and Gatesville. Thankfully, the resulting explosion hurt no one. During the early 90s, a female prisoner escaped from the women's state facility in Gatesville and wandered around near Dalton Mountain firing range before she was recaptured. Cattle wander on to ranges quite frequently thereby prompting cease fires.
Fort Bliss has a few small issues with the city of El Paso, but the area surrounding nearby McGregor Range has witnessed little growth because of geography.
Conversely, Brooks AFB, Lackland AFB, Randolph AFB and Fort Sam Houston have been all but completely swallowed up by San Antonio over the years. Now that is a real mess down there.
Installations provide jobs and support a whole bunch of folks. Such a phenomenon is only natural, I suppose.
