Mildly Odd Bheavior

I'm running an overclocked rig. I got an e2160 at 3.0 ghz. (rest of the parts are in my sig). Its also at lower than stock voltage, slightly above 1.3 volts. When booting up, it turns on for a second, turns off, and then turns back on and then runs normally. I've stress tested the overclock, and the different prime 95 torture test modes run overnight with no errors. It's just that double boot sort of thing. Its not necessarily a problem per se, but it its strange.

Another thing that is odd is that when I run CPU Z, it reports the dram frequency for memory as being 400 mhz and the fsb ratio as 5:6. In the bios, its indicated as running at 800 mhz. Since the cpu's fsb is at 333, it's using the 2.4 multiplier. It strikes me as odd. I would have thought the frequency would be 800 in cpuz, and the fsb for memory should be 400. CPUz doesnt indicate the fsb for ram, it just mentions frequency.

Any help would be greatly appreciated. Hopefully I'm just reading CPUz wrong, but id rather be safe than sorry.
