Microstutter effect on every PC and laptop

Hi all.

I've been suffering from a extremely strange situation regarding frame skipping or micro stutter on multiple set ups while playing games. I've tried this on 2 PC's and 2 different laptops, all resulting in this frame skipping.

i've tried every solution possible over years of research. but since this is a problem on so many set ups, it has to be something out of my reach to fix.
this happends on single player and multiplayer games even with the router switched off, so that eliminates a network cause.

My only guess now is maybe some kind of interference somewhere is doing this, as i have tried everything else i can think of. Could this be a possibility? is something in my house or my road creating this effect?

Appart from this, everything runs as they should. Totally stumped with this but there has to be a cause of it somewhere. :|

If you get microstutter on several PC's, it is the game, or possibly some shared hardware, like the mouse. This is of course assuming all those systems aren't built with the same parts.
 
I've just updated my OP with a video of the laptop skipping. As you can see using WASD is a smooth movement, but mouse movements skip frames like mad.

framerates are always 60 or above or 120 when i use 120hz.

All systems are completely different builds which much different hardware between them.

The laptops are effected even when using the touchpad. i use separate mouse's for each pc.

Another cause i thought of was maybe a windows update somewhere, but people would have complained about this.

I dont know why all my systems are plagued by this.

I found that turning on 'Smooth Mouse' on in cod mw2 totaly eliminates the micro stutter,but not all games have this option. what could this mean? Anyway to fix it via windows?
