Windows Update has optional software downloads Microsoft .NET Framework.

I never install it and I want to know if I should, I don't use any program that asked me to do this so maybe it's pointless to install it.

Does it improve Windows performance or is it more burden on the system?
 
It is necessary for OS upgrades and other applications, especially when on the Internet.

If you install it, you can then use the great Paint.NET. That's worth installing the framework by itself. You may run into the occasional other program that requires it also. It's not a essential install, but it's nice to have. I don't know anything about programming, but I tend to like the programs that are created with the framework.

Its MS's equivalent to Java. You'll need it to run any applications written for it, just like you need Java installed to run Java applications.

 
Do not install it unless there are applications that you want to use that use it. It should not impact your system's performance either way.
