This is not really true anymore. The first versions of wireless mice from Microsoft had really big issues. The new v2 version is MUCH better and more precise...

The fact that the notches arent there would seem to be a problem that you could get used to. But games now register even the slightest movement of the wheel, and so what would usually be the distance between clicks now circles you through all your weapons about 5 times, because it registers so many notches. Which makes it officially useless.
Scrolls much nicer in windows though.
