Microsoft Excel Annoyance Problem

In excel, when I use the left, right, up, and down arrows it no longer moves from cell to cell, but scrolls the entire window instead. Does anyone know how to fix this? It's annoying the bejeszuz out of me.
 
funny, that was one of the toughest calls I got when I worked a help desk right out of school... 🙂
