They can only track you if they have a reader. There are definitely a few reasons to be chipped, the strongest one I can think of at the moment is a medical condition.
Edit - For example your entire medical history on a chip, so when you go unconcious from something they know your medical history at the hospital/ambulance.

id rather have lojack on my kids than a medical chip... mebbe a hybrid. but it would be removed when they were 18 or so, i think tracking adults in any way like that is the first step to the wrong direction for privacy. reminds me of the societal stances the movies judge dredd and demolition man portrayed of our future.

good luck with who pays for that surgery and if at 18 the kid agrees and doesn't find someone to now sue since it was obvious it was needed to be removed.
