The reason I'm asking, is because I'm in Lansing, and my brother is in Grand Rapids and we're both experiencing packet loss and very spotty connections. (it seems to stay connected, but jumps from 30ms to 400ms when pinging google very regularly)

When I was on campus I didn't notice anything, but they're connected to Michnet fiber which is different then most residential/business lines in the area.
 
In Ottawa, Bell Sympatico got very slow and flaky around 9:30pm. Their main pipe goes through Chicago so this might be related
