Ignoring the small amounts, this was the first thing I noticed. So, it's a civil offense - i.e just a ticket right? Does the same apply to non-citizens?

I hate to say it, but marijuana and cocaine are mild these days. Legalize the non-hardcore stuff, let public companies profit from it instead of street gangs and tax the hell out of it. The release of prisoners that are in jail on cocaine and marijuana charges would also help state budgets.
Feel free to ban it in your home state if your voters so chose, just not at the federal level.

Marijuana, ok. I don't know about cocaine and heroin, even in small amounts. Why not add meth and other heavies.
Actually if you read the article, it also decrimed LSD and Meth in small amounts.
