In many of the border cities, mexicans just have to pay the extortion tax, or 'Piso', to the cartel to have any kind of business, illicit or licit. Many of them don't pay their actual taxes. What's the point? The cartels own the police in most of those cities. The Mexican state has basically lost control of those areas.

In this case, yes, the kids werent being targeted, but if it was somewhere else, making noise could be a bad idea?
