Sounds like the right decision for the time, but it shouldn't be the final one.

The company was private, so I doubt they would be willing to hire armed security guards to escort the female meter maids - it's just not profitable to do so. If they police weren't acting right away with a permanent presence, then the company should re-assign those women to get them out of harm's way.

However, they should cause a big media stink and get government intervention to ensure they can re-assign those women back to their original posts and ensure their safety.

As a business though, if the choices are to assign one unescorted woman, one unescorted man, or an escorted woman, simple profitability and risk mitigation would have you put the unescorted man on the job. I don't really blame the parking company for this choice.
