That you live in my town makes me laugh because the drivers here make me wonder about this question too. There's lots of places where the merge is tricky, especially that 3/4 loop ramp from eastbound Int'l to Northbound Minnesota. I HATE that one. I swear drivers actively try to restrict me to the shoulder any time I try merging here.

Anyone who says "get up to speed before merging" has never driven in Pennsylvania. Ramps terminated in stop signs..... Your merge speed is equal to your speed after a 10ft runup.

Yeah, this isn't the only time this has happened to me either. I take the New Seward to work and back everyday. For whatever reason, the mergers feel like the people on the highway need to slow down and let them in, hell, more often then not the merger isn't even looking to see if there is a vehicle on the highway or not. It pisses me off to no end.
Now, I'll allow the merge to happen if I can move over to the other lane, but if not, I don't feel it's my responsibility to slow down, on the HIGHWAY (where I'm already going 65+) to let someone who's only getting up to speed merge.
