Alright, when i'm burning this file onto a CD with nero, should i just make a data disc, or a bootable CD? Does it matter either way?

Also, i swear i've tried this before, and no program loaded up that i could tell. I might have just burned the wrong thing onto my cd, i'm not sure.
 
did you download the .iso file? if so, you will have to use the "burn ISO option" i dont use nero so i cant help you with that.
 
Assuming that you downloaded the ISO (if you didn't, do that now) and that you have Nero 6, go to Recorder > Burn Image and choose the ISO file from the file selection dialog. No other unusual steps should be necessary.
