Memtest problem - or Mobo

Memtest showed 235MHz @ 2-2-2-5 but then I get to windows and it shows 198.8MHz.

My settings: 235MHZ HTT / 11x Multi / 5:3 divider

what gives not too good at HTT/Multi/Divider equations to get memory speed

can you help me figure out what is going on?

memtest shows my ram running at 291 (the htt) when with the 7:10 divider its running at 200

memtest should do it fine then.

and windows taking the original mem speed without divider set I guess
