Memory usage problem in 98 (not a surprise to me)

I know it's totally normal... but this particular PC can be running for instance an IE browser, and VB, and maybe realplayer (mp3's) and it gets memory errors, it has 256MB in it.. originally it had 128, and i ugpraded it to 256 but it didn't make a single difference.. NOW, here is the kicker.. the only difference between this PC and all the others here running Win98 is that, it's on an Apollo pro chipset.. the rest are on 815 based chipsets (CUSL2's) and this one is a CUV4X-E. so that has got to be part of the problem.. even when the PC starts, a fresh boot it says it has like 60% free only.. and it doesn't seem to matter what i remove off startup. it helped by not even 10% removing nearly everything.. anyone know of a set if 4 in 1's would fix this? maybe a BIOS flash? or is there anything i can do in the OS itself? i have tried setting up it's in swap file, 500MB of it.. and i have tried setting a few other things which normally help memory probs, AND i have removed programs off startup... so if anyone has any other suggestions please help me out here..

the system is this:

P3 866 S370
Asus CUV4X-E
256MB PC133
20GB 7200 RPM drive
Asus 50X CD-ROM
ATI Xpert 2000 32MB
Aopen KF45 case with 250W Aopen PSU
and last but not least.. Windows98 SE with all the updates from MS.

sounds like you need to do some unchecking in msconfig startup!
