I am running default timings of 9-9-9-24. If I enable XMP it will be 10-10-10-27. I do not understand why XMP profiles would make it worse?

The is Kinston 8GB x 4. 32GB. They are hyper X blue's.

Do you think I could run tighter than 9-9-9-24?

You can try tighter timing BUT, unless you are benchmarking, you will notice no real world performance increase.

could be the tight timings run at slower speed (1333mhz) and the XMP runs at higher speed (1600mhz)

Each module kit has been tested to run at DDR3-1600 at a low
latency timing of 9-9-9 at 1.65V. The SPDs are programmed to
JEDEC standard latency DDR3-1333 timing of 9-9-9 at 1.5V.

Since you mention XMP you should have the top one with the X. CAS10@1600MHZ is lower latency (12.5ns) than CAS9@1333MHZ(13.5ns).
