Memory Speed Question / Hard Drive Question

I'm running a 400SC machine at the moment with a 2.8ghz Northwood. When I bought it I got 2 sticks of value 2700 memory. Now that I splurged on a X800XL I'm think a memory boost might be in order. My question is what was better for these type of intel CPU's, Faster speed memory? or tighter timeings? I know AMD likes better timeings. Keep in mind I can't overclock the system as it's a dell MB, Or is this just a waste and I should keep the memory I have untill I can get a whole new system?

Second question, does anyone know where I can find how much power each type of hard drive pulls? I was thinking about throwing a WD Raptor in as a second drive to store games on to help load times.
