memory question

I have 4 gigs of memory installed and vista sees 3.5 can someone please help he to understand this?
I have a mainboard that sees all 4 gigs in bios so I doubt it is a hardware issue.

It's the limitation of a 32 bit version of windows. If you want to use all 4 gigs you will need a 64 bit version of windows.
