memory question

someone please explain what the timings mean with memory. like 2-3-4-2 or whatever, and how can i change them

i read that article, so basically you want the lowest number in each column you can get? heres a few questions. first is, im thinking pc4000 will run quicker then pc3000, and can you take four identical sticks and have them running in dual channel?
