Memory question

Hi,
I was planning to buy some new memory for my PC. The place where I plan to buy them is offering two types of memory modules, each with a different chipset (Hynix and Samsung) and the same specs. But what stumps me is:
Legend / Twinmos 512M DDR-400 Ram (Hynix Chipset) - $119.00+GST
Transcend 512M DDR-400 Ram (Samsung Chipset) - $165.00+GST

One is considerably more expensive than the other, despite them both having the same specs. My question is, why is this so? Is one better than the other in any way?

The SAMSUNG chips are of higher quality (go through more stringent testing than most)
and generally will out perform Hynix in a shootout.

HYNIX overclocks their chips where as SAMSUNG delivers a true rating.
(ex: Hynix PC2700 is actually a PC2100 overclocked. Samsung is a true PC2700 chip)
