Memory Problems

Hey,
I just got my system working again after some powersupply problems (and having to reset the bios) everything was working fine, but i noticed that my memory timings were off (266mhz t2, instead of 400 t1) so i changed those in the bios. Restarted and was unable to get any signal to the monitor, I think it is booting into windows because it recognizes my razer mouse but I can't see anything on my monitor. What could be causing this? (i checked the connections between the vid card and the monitor they seem to be fine). Specs are in sig, Thanks for the help
 
I don't have a 7800 vid card, but I assume it requires a dedicated 12V power connection. Did you forget to plug it in when you replaced the PS and replugged the cables?
