memory problems.

I have this ram

I traded it to a troll and after much effort got it back.this troll has a modded board and is 16 and irresponsible.
I got the ram back and installed it went into bios to set timings and voltage and it did fine "sigh of relief"
but yesterday my system crashed and will not even post at 200 MHz, It runs fine at 166 but crashes with this ram.
my question is this would overvolting by an unexperienced person hurt this ram in a way that would cause degration like this or do I just have bad ram that I should rma?
Thanks I don't know how or if he oced overvolted this ram but I figure with a modded MB he would.

I am going to rum memtest at 166 all day while I'm at work
 
Try setting your cas latencies to 3-3-3-7, voltage to 2.8, and see if it will run stable @ 200MHz.
