Memory Problems?

When I turn on my computer and the bios checks the memory it goes in a loop. (ex. it goes from 0-25 and back to 0 and goes on forever until I press escape to make it skip the test.) Does that mean that it is a problem in my memory or is a piece of my motherboard dieing? My computer has also been sometimes freezing in the first few minutes that it is on. I think the memory is the problem but I am not sure. What do you think?
