Memory holding back my overclocking?

I have 512MB of crappy Smart Modular Technologies (SMT) RAM and a p4 3.0GHz Northwood processor. I attempted to overclock it to 3.06 just to see how much my temps would rise (I figured not much) and when i set the frequency (using CPUCool), my Windows froze within seconds. I am wondering if this failure is the fault of my memory being ran over its clock speed and not my CPU, cause seriously, 60MHz should not cause problems. Can anyone help me?
