Memory card acting strangely

I have an 8 gig card with a rebel xsi. I used it show I could shoot about 1404 pictures on that card. Now it says I can only shoot 1314.

I did a format, a low level format, still the same.

Would anyone have any ideas what might be occuring?

It's just an estimate that the camera revises at will depending on what you shoot.

For example, a formatted memory card could say you can shoot 500 pictures. But if you take 300 black frames, it might still say you can take 450 more pictures. That's simply because the camera doesn't know exactly what you'll be taking photos of, so it guesstimates a figure based on average file sizes. If the files end up being larger or smaller, it revises that estimate.
