That is MRirian (magibon), a Japanophile who became famous for her cute and very soothing videos on Youtube. In those she just makes cute facial expressions and uses her pretty eyes like an anime character. She generally speaks just a few sentences, possibly because of her bad teeth (not everyone in the US can afford dental care) and limited Japanese. Used to speak a lot less, even remain totally silent in the beginning.
