I'm setting up a Wiki based on the MediaWiki software for a college.
One of the requests is that articles are only editable by users with accoutns (not anonymous users) and that the discussion pages are editable by all users (including anonymous ones)

Anybody out there with experience administering a MediaWiki site?

Isn't that how some wikipedia pages are set up? I'm sure it can be easily done. You might want to ask in the MediaWiki forums or whatnot.
