Because all of them are paranoid and instead of solving their internal problems, they all like to solve issues OUTSIDE the country to keep the public's focus away from their incompetence at running the country's day to day affairs. Create FUD, show the public what they are doing to keep them safe and then end their term like heroes, giving the next bozos the perfect excuse to do more of the same.
