Here's an idea. Allow for (limited, very limited) user uploads (either total size, or count, or both), and allow user-specific aliases between FT-encoded emoticons and uploaded graphics URLs.

So that way, my :cookie: could be different from your cookie. Although, properly handling them in the context of quotations might be tricky. Hmm.
