from deja.com, hope this helps:
MDM = Machine Debug Manager.
Disable MDM startup in Msconfig. Type msconfig,
in the run dialog, and press OK. Click on the
startup tab.
You should also disable the script notification option
and enable the disable script debugging option.
Both can be found in Internet Options > Advanced
Do you have any files such as
ffffb51f_(2FFA8C00-2F5D-11D4-8A69-C75f5552FC30).tmp,
in your Windows directory? Not in the temp directory, but in
C:\Windows? These were created by the Machine Debug
Manager, and are no longer needed. Treat them accordingly.
If you are not a developer, you can rename MDM.EXE. Do
not delete it, as it is not normally included with Windows 98.
It would possibly be better to archive it on a floppy, for later,
although, if the need arises, there will probably be a more
up to date version, available.
