MCE 2005 won't respond to remote commands

I have a built a MCE 2005 machine and while playing XVID movies the forward and rewind skip function sometimes will sometimes respond and skip 30 something seconds, but most time will not do anything. I know the battery isn't dead cause the LED in the USB IR Reciever lights up when I hit the buttons on the remote. Anyone have any ideas? Here is the machine specs

Athlon 1266 (Palmino) 133fsb (800 mobile oc'ed)
512 MB of PC 2700 ram
80 GB seagate
64MB Geforce 4 MX440 AGP video w/tvout
