So basically this ship is suspected to have been involved in weapons transport before and now that's not allowed since this month's security resolution.
McCain can ask to board it, which will be denied. Essentially the navy cannot do much at all beyond ask its receiving port (Singapore) to not allow it to refuel. I predict that if they ask that of Singapore Singapore will probably oblige. Still, who knows how much fuel the ship has anyway.
